MANDALUYONG CITY, Philippines – The election in Barangay Highway Hills, Mandaluyong, was filled with tension on Monday as supporters of 2 rival barangay captain candidates jeered and threw allegations of election fraud at each other.

Sangguniang Kabataan (SK) candidates under the ticket of Dodo Rugay, a kagawad and a candidate for barangay captain, claimed that one of their voters was mugged by supporters of rival candidate Onay Servillon, who is also the incumbent barangay captain.

According to the Rugay camp, the Servillons have been in power for 14 years and are allegedly committing various forms of harassment to make sure that they do not lose their posts.

Three members of the Servillon clan are running for barangay chairman, vice- chairman and SK chairman.

The Rugay camp also complained of the presence of Councilor Berong Servillon, a former barangay chairman and father of the incumbent village chief, in voting precincts.

Members of the Servillon camp have denied the allegations.

They claimed that the Rugay camp is “planting” flying voters, and they were simply protecting their votes.

Councillor Berong Servillon also explained his presence in the voting precincts, saying that he was only trying to put things in order.

Former Commission on Elections Chairman Benjamin Abalos, who voted in Barangay Hills on Monday, witnessed the violence that erupted between the 2 rival groups.
